Harmful subsidies

5) Identify subsidies that are detrimental to biodiversity and reallocate them, taking social, economic and cultural conditions into account. Examine how biodiversity commitments can be fulfilled more cost-efficiently, by developing economic instruments such as incentives and taxation.

Status in 2018: Subsidies detrimental to biodiversity were identified and reported in 2015. The reallocation of these subsidies is subject to political debate. The extent of harmful subsidies has been emphasised in the negotiations of the 2019 budget proposal. The development of new economic instruments is still in progress.
