Cooperation in monitoring

42) Clarify cooperation and the division of duties between the Finnish Museum of Natural History and the Finnish Environment Institute in basic taxonomic research, the production and storage of sample material and the monitoring of biodiversity, taking account of the development of state sectoral research institutions and of tasks performed under the regulations governing organisations.

Status in 2018: The preconditions for cooperation between higher education institutions and research institutes have been improved through multiannual actions. Higher education institutions and research institutes are encouraged into deeper cooperation by means of guidance and decree revision. The deepening of cooperation is also one of the goals of the Programme of the current Government.

Reporting of the division of work between the Finnish Museum of Natural History and the Finnish Environment Institute started in 2018 and will be completed by the 31st of March 2019. The report focuses on how much resources the institutions allocate to taxonomic research, monitoring of biodiversity, and the development and management of associated databases. The aim is to reduce overlapping tasks and streamline the use of existing resources.

The division of work between the Finnish Environment Institute and LUOMUS, the Finnish Museum of Natural History in “the production and storage of sample material and the monitoring of biodiversity” relates also in part to what is reported under Action 43
