Agricultural policies

55) Policies and strategies promoting biodiversity, and measures promoting and conserving biodiversity, will be further developed in agricultural practices, for example, through targeting of the agricultural subsidy scheme. The need for food and biomaterials will be safeguarded through management of productive agricultural land. This will free up land for managing biodiversity and water resources protection in fringe areas. Simultaneously, contract models will be developed in order to safeguard ecosystem services, for example, for the maintenance of landscape and water resources.

Status in 2018: The stipulations and subsidies related to agriculture have been outlined in the Rural Development Programme for Mainland Finland 2014–2020. The actions for the environment have been revised, and the programme is being implemented. The direct subsidies of the EU have included greening payments since 2015. 

Agreements external to the Rural Development Programme are not developed in the administrational sector of the Ministry of Agriculture and Forestry. Since 2015, the Fund for Agricultural Development has supported the research on ecosystem services conducted by the Natural Resources Institute Finland, and there has been an open call for another research programme on ecosystem services since 2018.
