64) The starting point for reforming the agri-environmental scheme will be the national and EU-level objectives for the conservation of aquatic environments and other biodiversity. Subsidies will be allocated to the most efficient measures and to the areas with the highest loads.

Status in 2018: Environmental actions for agriculture have been listed in the Rural Development Programme for Mainland Finland 2014–2020. The Rural Development Programme is being implemented, and the consequences of its actions for water quality are considered. However, the lack of essential background information has hindered the practical application of the actions. Another obstacle is the administrational burden and the increase in administrational costs as more restrictions are being applied.
