Resource mobilisation

97) In national and international activities (incl. development cooperation), Finland is seeking to implement the global strategy of the Convention on Biological Diversity and its objectives and goals (2011–2020) for halting the loss of biodiversity. For this purpose, by 2015, Finland will prepare a national strategy for mobilising resources, in accordance with decision X/3 of the Convention, and the related financial indicators.

Responsible institutions: Ministry of the Environment, Ministry for Foreign Affairs, Ministry of Finance, Ministry of Agriculture and Forestry

Schedule: 2013–2015–2020

Status in 2018: A national resource mobilisation strategy is yet to be written. The Expert Network for the Resources of  the Protection and Sustainable Use of Biodiversity investigated the resources needed for implementing the national biodiversity strategy in 2015, but after this the work has not proceeded.

The international biodiversity funding of Finland has decreased substantially since 2015. The Ministry of Foreign Affairs has issued direct support for the Secretary of the Convention on Biological Diversity the last time in 2015 (200 000 euros) to enhance the synergies between contracts. Developmental aid for biodiversity has been allocated to non-governmental organisations (see action 101).
